Small Engines (Lawn Mowers, etc.): Honda HR214 SX pull cord, honda hr214, small portion

pull cord won't retract.  A small portion of cord (mower end)
broke off.  My son retied cord and put back together.  Mower starts, but cord won't retract.  Recent move and unable to find manual right now.
