Small Engines (Lawn Mowers, etc.): toro ccr2000 4.5 hp, toro ccr2000, merry christmas and happy new year

Question
used my snowthrower for the first time tonite worked fine, my neighbor borrowed it for about 20-30 min and now all it does is idle, the rpms will not increase as it did before.  What do you think I should check?

 Hello Cesar:

 Check the Throttle Control Spring. Follow the Throttle Cable to the Throttle Plate. There should be a Spring from the Control Plate to the Governor.
