Small Engines (Lawn Mowers, etc.): Briggs & Stratton magneto, briggs stratton, crank case

I am repairing a Briggs & Stratton  4hp engine Model 11202, Type 0157 Code 78042501. It is mounted on a Webb rotortvator. It will not start and there is no spark at the plug. I have removed magneto, cleaned it and rotor, replaced with 0.15mm air gap. I found wire from magneto going into crankcase. What is this for? This wire was chafed so have bound with insulating tape. The wire to the earth stop (when removed from earth stop) is showing  about 1 ohm resistance. this wire comes out of crank case at same point as wire from magneto. Please have you any suggestions

 Hello Will:

 If I Understand you Correctly; the Wire from the Coil/Magneto goes Under the Flywheel and the Shutoff Wire Comes Out from Under the Flywheel at the Same Point the Coil/Magneto Goes Under it. If this is Correct, then this Engine has a Contact Set Under the Flywheel and they Are the Reason for No Fire to the Plug. Replace the Contact Set. They are Gapped at .020in and the Coil/Magneto is Gapped at .015in. Briggs Doesn't Offer a Manual for Online Viewing.
