I think it is the second one you explained, I tried to attach a picture but it wouldn't let me.  when I take off the wheel for the pull chord there are two swivel head levers, excuse my lame explanation but similar to a pinball type of lever.  I hope this helps. Again I'm sorry for not being able to explain it better.

yes there are, when i took the flywheel off i could pull the chord easily, it does have that setup you explained, Do you have any suggestions?  thanks

I borrowed my father in laws ryobi roto tiller, it's a new edition really light weight, I don't have the model number available but I can get it if necessary.  The pull chord is jammed, I took it apart and realized that the chord is actually fine but what it rotates when pulled is causing excessive resistance and not turning whatsoever.  I didn't see anything blocking it either.  Do you have any recommendations, again it's my father in laws and I'd hate to give him back his new tiller broken.  Thanks for your time.  tony

 Hello Tony:

 The Model Numbers will be a Great Help. Not Knowing Which Style Recoil Starter is on this Machine, I Hesitate to Give Instructions. It can be Rust in the Recoil Spring or the Pawls are Rusty and Sticking. Send me the Model Numbers Off of the Engine, Please. With these, I can Locate a Breakdown/IPL and Better Assist you. Thanks.

 I Cannot Locate a Breakdown of this Engine. However, Remove the Blower Housing(metal engine cover). Is there a Cup or a Square Looking Tower in the Center of the Flywheel? Are there 2 Pawls(ears) in the Center of the Pulley that Extend Out when Pulling on the Starter Rope? Thanks.

 Which Style Recoil, Please. 1- Has Square Tower Mounted in the Center of the Flywheel and the Pulley Goes Over this Tower when you Install the Blower Housing Back onto the Engine. 2- There is a Cup Mounted in the Center of the Flywheel and there is 2 Pawls in the Center of the Pulley that Set Inside the Cup when the Blower Housing is Installed Onto the Engine. My Mistake. I Didn't Explain Properly. Thanks.

 Hello Tony:

 Remove the Center Screw or Bolt that Holds the Pulley and the Pawls in Place. The Pawls and the Area where the Pawls Sit Need to be Cleaned and Lubricated.
