Small Engines (Lawn Mowers, etc.): Push Mower Engine, blown head gasket, mtd mower

I have a basic Briggs&Straton pull rope push mower engine that smokes like a fiend (blue smoke) on an MTD mower.  Looks like house is on fire as the smoke rolls over the roof.  Also, engine tends to shut off and very difficult to start when air filter is installed (filter has been cleaned).  Lately I've run it with the air filter off and the carburator opening covered with a piece of cloth.  And, I've noticed it gums up the spark plug after running a while. I can see oil being splattering into the carburator from a hose that connects from the engine to the carburator.  What gives?  Is there a simple fix or am I better off to buy a new mower?  Thanks for the help and your time.

 Hello Ron:

 1st Is the Engine Overfilled with Oil? 2nd Check the Compression. 70psi Minimum. 3rd If this is an OHV Engine a Blown Head Gasket will Cause the Same Symptoms. 4th Follow the Hose that the Oil is Coming Out of and Remove and Clean the Crankcase Vent/Breather. If the Crankcase Vent/Breather is Good, then the Rings May be Bad and Allowing the Compression to Build Up in the Crankcase. The Vent can Only handle so Much Blow by. I Suggest if the Compression is 75psi or Better, that the Crankcase Vent/Breather be Replaced. If it Turns Out to be the Rings, I would Consider a Short Block if the Mower is in Good Condition.
