Small Engines (Lawn Mowers, etc.): Honda HS724 Snowblower - GX200 Engine, sediment bowl, honda engines

Question
I'm having difficulty getting this engine to run right. I will start but only after many pulls. Once it's running it has little power. It needs partial choke to stay running. It will backfire at times.
My sense is that there's a problem with the carburetor.
I've drained the fuel tank and cleaned the sediment bowl. The problem persists.
What's the best solution. If this involves replacing the carburetor, how involved is that?
Thank you.
