Small Engines (Lawn Mowers, etc.): Erratic idle in Briggs and Stratton, snapper riding lawn mower, briggs and stratton

Question
I have a briggs and stratton motor in my snapper riding lawn mower. I believe
the engine is a 400 cc. The engine will not run right on any throttle position.
It has two adjustment screws on the top carb that appear to be jet screws?
The throttle cable goes to the other side of the engine and inteacts with the
governor. From that device a rod goes to the other side where the carb sits
and contols the butterfly valve.

When the throttle is a low the engine will rev up and down and sometime
quit. When I pull the throttle to fast it sounds like the piston is going to come
out the side of the engine due to overspeed.

I have tried adjusting those two screws on the carb but can't get it the engine
to react properly. What is the proper adjustment method?

Answer
 Hello Michael:

This Doesn't Sound Good. From your Description it Sound like the Internal Governor is Broken. The Only Way for the Engine to Overspeed is if the Internal Governor Isn't Working and that Means it is Broken. Send me the Model Numbers Off of the Engine, Please. With these Numbers I can Locate a Breakdown/IPL of the Engine and Better Assist you. Hope this Helps. I am here if you Require more Assistance. Thanks.

 Good Luck

 Respectfully
