Small Engines (Lawn Mowers, etc.): unusual nosie with vac attack blower, nosie, jingle bell

i recently purchased a vac attack 2 model uto8544, since using it, when I run the blower i hear a metal almost tapping noise whenever the throttle is depressed, my bad luck my wife threw out the home depot reciept, my question is is that a normal noise or is something wrong

 Hello Dave:

 No a Noise is Not Normal. Check for a Bolt that May have Loosened or an Object In the Housing. Does this Noise More like a Bell? If so it May be the Recoil Pawls Making the Sound. If it is the Starter Pawls, then No Worries. On Some Engines the Pawls do Make a Jingle/Bell Like Noise. Hope this Helps. I am Here if you Require More Assistance. Let me know what Happens, Please.
