Small Engines (Lawn Mowers, etc.): 14.5 overhead valve engine briggs and stratton will not start, overhead valve engine, briggs and stratton

Question
the above engine will not start. I turn it over by hand and it seems like it has way to much compression. I get to a certain point and I have a very hard time turning the motor. Do you have any ideas. thank you

 Hello Mike:

 Make Sure the Engine Isnt Overfilled with Oil. If it is, then Does it have a Gas Smell? The Valve Lash May need to be Reset.  If it has Moved the Compression Release will Not Operate Properly. Send me the Model, Type and Code Numbers Off of the Engine, Please. With these Numbers I can Locate a Breakdown/IPL of the Engine and Better Assist you. Thanks.
