Thanks John, for your time. I am having the Toro profesionally serviced. Turns out the blade breaks are worn. The belt I installed was installed properly I was told. What I was not aware of was a drive belt that is inderneath alongside the top of the frame. It is not easy to get to, I was advised, and the Toro book I have didn't even mention this belt.

Hi I have a 16-38HXL, model 71227, S/N 220010001. I changed the belt in it this afternoon. Starts fine, but does not drive when traction control pedal depressed. I tinkered with the linkages and adjusted the pedal back a bit, was able to get it going, but once shut off, same problem...also, after changing the belt, unit is engaged & blades spinning when should be disengaged! Yet, it still starts! Any help is apprecciated with this.

 Hello Mark:

 Recheck the Belt Routing. Check the Linkage for Binding/Sticking. On the Deck Check the Blade Brake Assemblies. If the Blade Brakes are Worn they will Not Keep the Blades from Turning when the Blades are Disengaged. http://www.smallenginepartswarehouse.com/parts.asp and Click the Parts Look Up Box. Then Select the OEM(Toro) and Enter the Model Numbers. Then Double Click on the Model in the Search Results Area. Hope this Helps. I am here if you Require more Assistance.
