Small Engines (Lawn Mowers, etc.): problem with starting motor, tecumseh engine, volt battery

Question -
I have a mastercraft lawnmower given to me.I decided to bring it back to life.Its an old tecumseh engine, model number ohv15. I had replaced  the 12 volt battery with a new one along with a brand new starter and selenoid. I find there is a whirring noise and thats it. no turn over. I had tried another battery with the existing  thinking it was a bad battery again barely turning over I had checked all wiring and no cuts or groundings, I had even tried bypassing the selenoid and no results. I dislocated the safety under the seat and tried different tips but nothing please help so I don't try to have a funeral for this tractor I even had a paint job done on this project. I hope to have this completed by the end of summer and running, again please help

 Remove the Blower Housing from the Engine. Turn the Key. Is the Starter Drive Engaging the Flywheel? If Yes, then the Connecting Rod Inside the Engine is Most Likely Broken. If No, Return the Starter. The Drive Isnt Kicking Up to Engage the Flywheel. I have Seen this a Lot. There are New Starters that are Bad Right out of the Box. 1 Other thing, Do you have the Battery in Correctly. I Made that Mistake Once. LOL The Starter was Turning the Wrong Way. But we All Learn. hello john thanks for getting back to me in response to the battery installed wrong well no because the red positive wire was shorter than the negative so that was pretty clear and you commented on the starter not engaging the flywheel well i had placed the starter in a vise and used a 12 v battery by itself and the starter fully extended. I also like to add that a few weeks ago this lawnmower was actually working it just needed a new starter and also i would like to add that the lawn mower almost turned over once than nothing since. I am not sure it could be the selenoid or the starter switch neither of them have been tested yet and the selenoid is new.any other thoughts

 I Misunderstood your Question. Sorry. If I Understand you Correctly this Time the Starter is Turning the Engine, just the Engine isnt Starting. Use some Starter Fluid and Try to Start the Engine. If the Engine will Start but Quits after a Few Seconds, then the Carburator needs Cleaned and Rebuilt. If the Starter is Turning the Engine too Slowly, then Take a Jumper Cable Set and Using 1 Lead of the Jumper cable Set, Attach 1 End to the Positive Post of the Battery. Then FIRMLY Touch the Large Post on the Starter with the Other End. If the Starter Doesnt Turn Properly, Remove the Starter and have it Tested. It May be Dragging or Binding. Hope this Helps.
