Answer
 Hello Bill:

It Sounds like the Carburator Picked Up some Trash/Water. I Suggest you Clean and Rebuild the Carburator. Soak the Carburator Overnight in Cleaning Solution to Remove All the Varnish that is Formed by the Gas Over Time. Go to this Addy http://www.outdoordistributors.com/ and Click on the B. Then Click Briggs and Stratton. Then Click Dont have Manual. Select the Number 19 Folder and then Scroll Down to the Model of your Engine. Download this File. It has a Breakdown of the Carburator and the Breakdown will Assist you in the Cleaning and Rebuilding of the Carburator. Hope this Helps. Let me know what Happens, Please. Thanks.

 Good Luck

 Respectfully
