Small Engines (Lawn Mowers, etc.): B&S 10HP only runs with choke on full, troy bilt 5500 generator, gas tank

New 10HP B&S 5BSXS.3422HT    276010.  In a Troy-Bilt 5500 generator.  New, but supposedly had some problem? that Lowes got fixed so they sold it at a big discount.  Looked brand new, gas tank didn't smell like it ever had gas in it.  Sitting for at least a year.  Put in fresh gas w/stabilizer.  Starts on first pull with choke on full.  Will not run with choke off.  No external adjustments on carb.  Not sure if I should pull the carb and clean it good or if the governor may have something to do with this.   Thanks in advance.

This sounds to me like you have a plugged carb. I would pull the carb and clean it. Make sure you take a small wire, like a torch cleaner, And run it through the main jet. It's right up through the center off the carb. Also make sure gas is flowing to the carb, and your gas cap is venting. GOOD LUCK
