Small Engines (Lawn Mowers, etc.): briggs 11hp wont start, starter fluid, hechinger


Question
I have an old 38in Hechinger with 11hp B/S engine (252707).  It was running fine for the past 5 years.  The only problem then was lacking power at high speed.  If I stay with high speed ("Fast" throttle), it will sputter and stall.  Other than that, everything else was ok.
Sometime last week, I realized that the problem is that I set the float level too low, so it starved to die.  I then reset the float, making it parallel with the base.  At that time, the engine was hot and weather was hot.  With the float being reset, the engine was running great, hight speed, low speed, starting, no problem.
The very next day though, it wouldn't start, no matter how hard I try.  I set the screws according to the manual, tight + 1 turn out for the idle valve, and tight + 1.5 turn out for the high speed valve.  I veried the sparks were there and I could see gas coming into the carb body (with the air filter removed).  If I keep cranking, I could see gas coming off a breather hole at the end of the carb body.
I have run out of ideas.  Any help/suggestion/comment would be greatly appreciated.

 Hello Payton:

 Check the Compression. Compression should be no Lower than 70psi. Spray Starter Fluid into the Carburator Throat while trying to Start the Engine. Will it Start? It Sounds like a Carburator Problem to me. Check for Gas Smell from the Engine Oil Also. Hope this Helps. Let me know what Happens, Please.
