When I push in the primer bulb, it doesnt come back out so I can keep priming. I have check all line and carb. ports for blockage. Do I need a new carb.?

You have one of two conditions, but you do not need a new card.
1- the primer bulb has aged to the point where it has lost its elasticity and needs to be replaced.
2- the gas lines to the primer are clogged
This is a pretty simple repair for a good shop,  If you're handy with small tools you could attempt it yourself (I recommend the shop).
