Small Engines (Lawn Mowers, etc.): push mower runs rough, hiya jason, briggs and stratton

I have a 4.5 horse briggs and stratton engine on a poulan weed eater mower that is 2 years old. The mower runs well for about 5 min. then acts like it is going to stall but revs right back up then it acts like it is going to stall again. It does this every 5 seconds for the rest of the mowing session. I changed the spark plug,cleaned the air filter and changed the oil and still does the same thing. The new spark plug got all caked with black crud like it is running to rich. Is there any adjustments or anything else I can try? Hiya Jason,
Sorry for the delay (vac).  Your carburator is ever so slightly flooding your engine, or you have water in your fuel system.  If your carb has a fuel bowl, remove it and spray carb cleaner everywhere you can reach.
