Small Engines (Lawn Mowers, etc.): Huskee Lawn Tractor problem starting, battery cables, lawn tractor

Huskee model# 13AN698G131  

My lawn tractor sometimes starts, but other times it engages the starter, but won't turn the crank when depressing the clutch fully. I have already installed a new battery, checked the starter(good) check the fuse(good), inspected wiring, fuel lines are clear and installed a new fuel filter. I recently changed out the deck, but have mowed 3 times since then without problems. Any ideas to what may be wrong?   your help is greatly appreciated!

 Hello Don:

 OK. If you Changed Out the Deck and have Mowed 3 Times Since then Without Any Problems; then One or Both of the Quill Assemblies on the Deck have Bad Bearings and are Binding.  If you are Still having the Problem After Changing the Deck; then Replace the Battery Wires (ie. Batt to Soleniod, Soleniod to Starter and Batt to Ground.). Repace the Battery Cables with a Cable of a Larger Diameter. The Larger the Cable the Better the Amp Flow to the Starter. Also the Starter May be Binding with the Flywheel. Shim the Starter Away from the Flywheel; so the Starter Gear engages 1/2 to 3/4 of the Drive Teeth. If Starter sets to Close to the Flywheel, it will Bind.  Hope this Helps.
