Small Engines (Lawn Mowers, etc.): Fuel flow on Murry riding Mower, fuel flow, winter storage

Having fuel flow problem Murry Model 46371x92A riding mower. Got mower out from winter storage change fuel filter add gas in tank cann't get fuel flowing in lines. Have remove air filter and put drops of gas into carb to check if I got fire and engine will turn over for short time. But no fuel flow thru filter have check made sure that arrow on filter points to carb. What to do?

Answer
Many times there is a screen/filter in the tank.  They are usually not removable but you can drain the gas from the tank and blow the tank out with air.

If you remove the fuel cap will fuel flow through the line?
If you dis-connect the fuel line from the carb does fuel flow out the line?
