Small Engines (Lawn Mowers, etc.): Murray Riding lawn Mower, meter check, murrary

Help, Hichael!  Done all I can think of to get the mower to start:
a.  Murrary Riding Mower; # 40712X99A - Formula 13 OHV; mfg date 95117-092540
b.  New Battery
c.  Starter engages, but engine won't start
d.  15 A fuse is good
e.  Bypassed safety switch located under seat
f.  Spark plug seems to be firing (meter check)
g.  Used carberator cleaner
h.  Air filter clean
i.  Fuel filter seems to be delivering (3/4 full); engine did not even sputter when I sprayed in the Carb cleaner
j.  Checked everything that I can think of.  The mower started a couple of times over the last few days (and revved up very well), but soon as I got ready to put it into service, no go.
k.  Bought it new....no other reairs have been made

Hi Jim,


Visually check the plug for spark.  If good, add fuel or starting fluid,  making sure that it is getting past the carb plate and into the engine.  (Some carb cleaners are not flammable.)  Finally, check the compression.
