Small Engines (Lawn Mowers, etc.): Lawnmower, vertical shaft, carburator

Hi Eric,

I'm having a problem with my lawnmower.
It has a Tecumseh 4.5hp engine. model # TVS115
Its a rotary mower engine with brake assist, vertical crankshaft, air cooled and is a four cycle.

The problem is that I recently took apart the carburator and cleaned all the parts using a degreasing product. When I put it all back together, the engine started right away but will only run at one speed. The speed it runs at is fast. There is a vertical lever on the side of the  engine, away from the carburator that i also took apart and cleaned up. I'm not sure but this may be the govenor. While the engine is running, moving this vertical lever back and forth, is the only way I can slow the engine down, but I can't seem to get the lever to act with the carburator linkages to be able to vary the speed of the engine with the throttle. It just runs full out.

Any suggestions or references I can source to fix this problem?

To adjust the governor arm: With the engine stopped, loosen the screw holding the governor clamp and lever. Turn the clamp counterclockwise on vertical shaft engines. Then push governor lever connected to the throttle to a fuel wide open throttle position. Hold the lever and clamp in this position and tighten the screw.

This procedure it straight out of the repair manual.
