Small Engines (Lawn Mowers, etc.): Craftsman mower wont engage blades, craftsman riding mower, craftsman series

We have a craftsman riding mower (approx. 1999 model) with a BS 16HP motor & 42" deck that is running fine.  But when we tried to use it the first time this season, the blades won't engage.  Smoke appears under the engine with a whining noise.  It appears that the drive pulley is slipping on the belt which makes the noise and the smoke.  With the motor off, the blades will not turn by hand more than about 15degrees.  I'm not sure if they are held in place by a brake or not.  

We called a local repair shop that claimed this was a common problem for the craftsman series.  There is supposedly a $20 repair kit to fix the problem.  Of course they want to perform a tune-up etc.  Is this something that a novice DIY person can handle?  Any suggestions would be greatly appreciated.

It is likely something straightforward but if they are willing to do it at a reasonable price because it's a common issue, you might be wiser to go that route.  I don't know what the common problem may be but they may have a service bulletin from Sears.  As for the tune-up, I understand where they are coming from...it's been a long cold winter and they are trying to drum up business.  It's in your best interest but if you take care of it your yourself, decline their offer.  Hope this helps.
