Small Engines (Lawn Mowers, etc.): Snowblower instantly flooding, pointed needle, cotter

I have a small Toro push snowblower.  I cleaned the carb and it ran fine for 20 minutes.  I went to start it again and it was flooded. Every time I empty out the carb, it instantly floods within 2 seconds.  Was there a part that may have fallen out?  Please help!

Hi Tony,

There may have been a part that did fall out.  A missing needle or seat for the float assembly would cause flooding or leaking.  Maybe the float got bent or out of adjustment.  Try adjusting the carb mixture screws, if equipped.  If that doesn't help then you may need to buy a carb rebuild kit and start over.

I found the silver pointed needle, put it in the hole above the float(pointed end up) and have tried adjusting the seat up and down,  but none of that worked.  The needle did have a tiny 'cotter key' on it that is now missing.  Is that vital?
Is it possible that my choke is broken?  There are no carb mixture screws.

The clip holds the needle and the float tab together. It is critical.  Is the rubber seat still in the bottom of the hole, where the needle rides?  It should be pressed in but may be worn.  
The choke could be stuck in the closed position.  I would check that.
