Answer
It's a tough call. It used to be we sold and installed short blocks but in the last ten years with labor prices increasing, mower parts and whole mower prices droping we rarely sell any.  Most customers who really want to keep their old mower just buy a complete engine because they can install them at home with a fewer tools and it's much faster to replace the entire engine.

The good part about a new engine is you get a new carburetor, starter and all the other parts.  Carburetors are usually wore out by the time you need a new engine.
Your experience, tools and time are all factors that should be considered.  If you need to get the repair done fast with minimal difficulty, then I'd replace the entire engine.  If you're comfortable with rebuilding carbs, torquing heads, flywheels and static governor adjustments then a short block maybe the way to go.

I'd price both options, then inquire if you have to purchase any additional tools to perform either repair.  Keep in mind that a dealer is likely to charge a hefty price if you can't finish the job.  I guess that's another reason an entire engine is better...very littly adjusting, not major assembley/torquing...just bolt on and your done.

I wish I had a clearer response, but it's a tough call.  I'd do a short block, but I do this for a living and have thousands of dollars in tools to quickly assemlbe the short block.  I recommend most customers replace the entire engine...what extra money they spend on a complete engine they save in labor by not paying a shop to do the work.

Let me know if this helps or if you have any other questions.
