Small Engines (Lawn Mowers, etc.): Tecumseh engine, vent tube, govenor

Question
I replaced the crank in my lawn mower engine (Tecumseh), engine works ok, but some thing wrong with the govenor. After starting I have to manually speed up engine, then engine works fairly well, but throttle will return to idle, when load varies on engine. The govenor doesn't seem to be responding to load conditions. The device didn't seem to be to complicated to reinstall, but not being an expert, I may have over looked some important detail.                                                                                   Anxiously awaiting your reply. Answer
Did you remove the governor spool or governor connecting rod when you replaced the crank?

Make sure the linkage is not rubbing on the engine block or the oil vent tube.  I found this on my neighbors mower when he complained about no power.
Let me know.
