Manual recoil starter. Spring appears to be weak, but main problem is the pop outs to engage the fly wheel don't pop out.

Check out this site...the individual has done an awesome job on starter repair.

The starter pawls, the pop outs, can rust and stick.  Usually a small screwdriver and some WD-40 loosens them up.  Use the small flat screwdriver to gently pry on the starter pawls.

What brand of engine to you have?  The web site has both Briggs and Tecumseh starter repair directions.
