Small Engines (Lawn Mowers, etc.): Governor problem B & S, vertical shaft, crankcase

14 hp, B&S Vertical Shaft, OHV, mower engine. Model 28P777 Type 0641A1
This engine is 4yrs old and developed a lower crankcase leak at the housing gasket. Engine ran fine, but leaked a little. Took it off, apart, found gasket installed poorly at factory. Put new one on, same thickness (.009) as old one. Put it back together. No leak, but bogs down under load. I think the governor isn't working. When I took this apart, I just removed the bottom of the housing, replaced the gasket, and reinstalled housing. I didn't touch the governor that I know of. Is is possible to have something out of line when I put it back together? If I manually turn the governor linkage, the engine will speed up. I am stumped. Thanks in advance for your help on this. KEVIN, IT IS VERY DIFFICULT FOR ME TO ANSWER WITHOUT BEING ABLE TO "SEE" THE THING.  SOMETHING IS DRAGGING ON THE GOVENOR ASSEMBLY.  THIS GIZMO IS VERY TOUCHY AS YOU CAN TELL AS EVEN THE SLIGHTEST MOVEMENT WILL AFFECT IT.  TRY CLEANING REALLY GOOD AND LUBING WITH SPRAY AND SEE IF THAT HELPS.  THAT IS ABOUT ALL I CAN OFFER WITH OUT SEEING IT.
