QuestionI just replaced the acuator and upon further examination, it looked like it was replaced from the previous owner and the upper cloumn flange was broken. The steering column is loose now and a little difficult to handle. Is there a way I can convert it to a non tilt steering wheel without spending a fortune?

Sadly there is no way to convert one style to another...they are different all the way through (shaft, housing, covers,rods, etc) You will need to locate a good used column.
