Steering Column Repair: tilt steering, video index, tilt steering

I have a 1983 Chevy 1/2 ton shortbox 4x4 that steering column down to where it tilts wobbles around. I was told i could tighten 4 bolts and that would take care of it. How do you get to those bolts? Any help would be greatly appreciated.
