Steering Column Repair: 2002 silverado lock replacement, tilt wheel, lock cylinder

QUESTION: Douglas, Thanks for your help on the lock and housing (case) replacement...what a puzzle...but now I am an expert. My new question is...now that everything is in correctly it will turn over yet the security light comes on after a few moments....new lock cylinder and housing and everything went together correctly I believe yet it will not start. All positions of the lock cylinder work correctly and it almost fires yet it won't and the security light flashes....got any c-4?

ANSWER: OK Allen:

You're almost there.   You have been locked out by the Passlock system.  Once you changed the case, the sensor and chip inside the case do not know what vehicle it's in.  It needs to relearn the security system.  Here's how to do it without a scan tool.  It takes 30 minutes and patience to do it right

30 Minute Learn Procedure
Tools Required: None
1.   Turn ON the ignition, with the engine OFF.
2.   Attempt to start the engine, then release the key to ON (vehicle will not start).
3.   Observe the SECURITY telltale, it should be flashing.  After exactly 10 minutes the telltale will turn ON for 15 seconds then OFF.
4.   Turn OFF the ignition, and wait 5 seconds.

5.   Then repeat steps 1 through 4, 2 more times for a total of 3 cycles/30 minutes.

The last step of turning the ignition off and waiting 5 seconds is critical to the procedure.  Make sure you turn the ignition off before attempting to crank it a forth time (otherwise you can start the 30 minute procedure all over again)
The vehicle is now ready to start.
6.   Start the engine. The vehicle has now learned the Passlock Sensor Data Code and/or password.

QUESTION: Douglas, what would be a fair price to diagnose, replace the ignition lock cylinder, lock housing and reprogram this 2002 Silverado (tilt wheel and column shift)? Although I am on this world to help others less fortunate...I also need to eat. I went to the customers residence and also picked up all his parts (approximately 220 miles) The customer is on a fixed income so I really want to be fair. Thanks as you have been a great asset in this procedure. Allen

Hey Allen:
The job with parts and labor is worth about $400-$500.  I've heard of dealers charging up to $800 (and insurance companies paying it).
My company would charge a retail customer $175 labor plus the parts.
Fair is such a relative term these days.
