Towing Issues: lockouts during private property tows, brevard county florida, tow truck driver

Question
I LIVE IN BREVARD COUNTY FLORIDA . I DISPATCH FOR A TOW COMPANY AND I DO THE PAPERWORK FOR ALL THE PRIVATE PROPERTY TOWS WE DO . A ISSUE CAME UP AND I AM NOT SURE OF THE LAWS ABOUT BREAKING INTO A CAR THAT IS BEING TOWED. IS IT LEGAL TO DO A LOCKOUT ON A PRIVATE PROPERTY TOW SO THE DRIVER CAN GET IT INTO THE VEHICLE TO PUT INTO GEAR.

Answer
I am not aware of any specific laws in your area regarding entering vehicles to make them "towable"

But ethically, it is wrong. What about the "bag of diamonds or bank deposit" which is in the vehicle. You enter the vehicle you can steal it or worse yet "plant things in the vehicle"

Now as a tow truck driver, I would suggest that your drivers stay out of the vehicle and to tow it with a wheel lift and dollies. Use of a flatbed for impounding is not real good or practical.
