Towing Issues: Towed from public street, claimed by apartments, parking enforcement officer, apartments seattle

Seattle, Washington. I was towed by an apartment building who spraypainted "RESERVED" on public streets (no sidewalks, but the side of the road where the sidewalk would be). City property records clearly show this is the sidewalk not belonging to the apartments. The tow company won't give my car back because I can't pay their fees. They said I have to pay up now then attempt to sue them or the apartment building to get the money back if I think their "reserved" spots are public. Is this right? Assuming I can't afford the impound, but I sue them, what happens to my car when I win? If it helps, it is across the street from a police station, and I have a parking enforcement officer who will write a letter to the court that these "reserved" spots are clearly public property, but I just want my car back.

Well in order to get the vehicle back, you will have to pay the fees, or get a court order to release it.

This sounds like a property rights issue where someone is wrong, specially if the property records show that it is public property and right away...

Do not forget that each day the vehicle is in storage at the tow yard the price goes up and as such there are also time limits on how long it stays before they class it as an abandoned vehicle and file papers to sell it at auction.
