Towing Issues: Bungee straps, seat mounts, rear wheels

i was wondering if it is legal to use bungee straps to hold down a steering wheel on a semi tractor being towed. the towed tractor would be towed with the rear wheels off the ground.

ah rubber bungee straps can be used but they flex to much to be of real use.

Best method is a 1 inch ratchet strap though the wheel in 2 different places  7 and 4 work best, and then hook it to seat mounts...

Or the old standby,  rope though the door jam with a knot in it.
