can a contracted tow company  use another towing companies trucks with that co. logo on the side to remove a vehicle from the formers contracted spot

aahh if I understand this question right, it appears that some vehicles are illegally parked and the tow company is using a different name on trucks.  
They might have several companies in the corporate structure (we have 4 different companies in our corporation)

Now they might of just sent the closest truck, or made a simple mistake. But depending on the city or state laws in your area (you did not tell me where this happened), so I can not point you to specific laws or provide specific answers.

Or the contacted company might of sold to the other company, and they have not changed the name or do not even realize they might need to change the signs.
