Towing Issues: Towed from a legal parking spot, place thanks, parking tickets

Today, I parked in a legal spot on a San Francisco street at 5:00pm. It was two hour parking that expired at 6:00pm. When I returned at 7:30pm the car had been towed for back parking tickets and they added a towing fee of around $383 when I picked up the car less than an hour later. What part of the vehicle code allows them to tow a vehicle that is LEGALLY parked? If it WAS an illegal tow, how can I get a refund for the tow? Also, would I be entitled to a refund for the tickets that I paid if it never should have been towed in the first place? Thanks.

The problem is you owe money for fines and fees that were not paid. Most cities will impound vehicles that have fines and fees that are past due or have outstanding balances. In most cases the fines and fees due to the city are pretty significant. They can charge for the tow which is legal but I wouldn't expect a refund. You can try to fight the city but good luck.
