Towing Issues: az tow sign requirments, police documents, glendale arizona

My car was towed from an apt. complex in Glendale, Arizona 2 weeks ago. Is there a required place (height) for posting of the signs?  Also since my tow the sign has now been removed. Strange?

Glendale just changed some laws regarding Private Property towing of vehicles, and I hope the link works...

I have been trying to keep up on all the laws around the US, but its hard to do that...

But as far as I know the signs have to be visible, not 19 feet in the air and not 1 foot off the ground..

Missing signs, well that can be lots of reasons including "mad customers"
