Towing Issues: towing?, law enforcement agency, hockey arena

I live in an apartment complex with assigned parking, right down the street from a hockey arena(big sport here). every Friday, Saturday, and Sunday, there are vehicles parked in my spot. The management says that they cannot tow a vehicle unless it has been notified 24 hours in advance. I want to know if I can tow it to another parking spot myself(as there are several unused spaces in our lot). What legalities would I have to consider? I know for a fact that I am ABLE to tow the vehicles and I can do so without damaging them, but am not sure about any other legal problems.

I don't know what state you are in but in every state I am aware of if you tow a vehicle without the owners consent and are not authorized to do so you can face criminal charges. My suggestion would be for you to notify the complex, in writing and the local law enforcement agency. Certain states will allow you to sign a towing authorization but you need to make sure you are authorized in the state you are in. If you rent the property and have an assigned parking space then by law you own it as long as you are a resident.
