Towing Issues: Police towed car, bridgeview illinois, personal request

My son had a blow out on 2 tires his rear and front passenger side, he lost control of the car and it went up into the grass (not personal property, but I guess it would be considered the city of Bridgeview Illinois'  property) the police were there within 3 mins. and asked him "do you want me to issue tickets or tow the car" He's inexperienced (new driver) he said "I guess just tow the car.  My question is shouldn't he have received a ticket, police report or something? Or is this just another scam for the police and pound to make money. They impounded it and want $500.00 to get the car out. The car isn't worth $500.00 but when he went to the pound to hand over the title in order to get his personal things he was told that they didn't want the car and he had to pay the money to get the car out and the added fees for (storage) etc. Or it will go against his credit.  Shouldn't there be some sort of documentation from the police??? I am confused about this one.

Most police departments have policies on towing vehicles. I do not understand what citation an officer could have issued for an accident, especially if there was no property damage. There should have been a towing form from the PD unless they used a personal request, which would be incorrect since your son did not request the towing agency. The PD probably used their next "rotation" wrecker or it could have been that the officer wanted to call a specific towing company. I would contact the PD that had the vehicle towed in and ask them. They do have the right to remove a vehicle from the ROW (right of way) from any roadway, but should have given him the opportunity to have the vehicle towed anywhere he requested. As for the documentation, that is up to law enforcement but usually if there is damage over $50 they are required to do an accident report. Unless it was just your son's car and then it is the owners request most of the time. Does your son have insurance? I would definitely question some of these issues. The towing company does have a lien once they tow the vehicle but $500 is a bit unreal unless they had to winch out the vehicle etc. Write back and let me know
