Towing Issues: Towed car, tow cars, tow company

Question
I have a friend that parked in a store lot, she found out that they had a contract with a tow company to tow cars from that lot.  Is it legal to have a tow company employee or "spy", sitting there all day, call the tow company to tow vehicles from that lot when all business is not conducted there?

Guess that the part about supplying me with the City and/or State must of escaped your question...


In many locations the use of "spotters" is illegal, but in other areas its legal...

All depends on the City and State laws of where this happened.

And as to towing vehicles which park in the lot and go elsewhere,  I guess if they did not tow cars of people who go to other places then no one could park there even if they wanted to go to the store which owns the parking lot.
