Towing Issues: Legal protocol for mobile home park mangers to incorporate fire lanes?, mobile home park, california dmv

Question
What is the legal protocol for mobile park managers and owners to to incorporate fire lanes in Los Angeles County, CA?
Is the manager required to get legal permission to have this space, in front of every single home, designated as a fire lane?

A mobile home park in L.A. County on border Claremont/Pomona has painted, no parking, fire lane" in front of every single mobile home in this park. All residents are forbidden to use visitor parking even if a repair service is needed to fix an appliance at home. Some residents have gotten away with flashing their hazard lights while others, who haven't, and have upon departure from home, parked momentarily to run in and get something forgotten.

The towing is not done with equity, as many have not been towed, and others have.

Answer
Well it sounds a bit on the strange side if there is no "solid enforcement" of the fire lanes...

But California has a lot of laws regarding towing vehicles, and there is the "1 hour" law which everyone uses to try and get around the laws. But it has specific wording in there regarding fire lanes..

General towing and parking information is here

Then there is this section regarding marking fire lanes from the California DMV codes....

Keep in mind that some local cities have additional laws which might affect the towing of vehicles.
