Towing Issues: personal property, not car, damaged in tow., tow company, rims

i live in a condo complex in california that's notorious for towing cars.  i parked my car in front of my garage last night with a hose run through the rims of the car.  this morning the hose was cut and the car was gone.  is that legal?

Was the hose threaded though the rims in the hope that you would not be towed for parking illegally?

I kind of have an idea here but I think that it would not hold up if challenged in court that you tried to prevent an illegally parked vehicle from being towed using this kind of method...

Legal, well that would be up to a judge but I am going to say that the tow company will say they did not see the hose and drove off and that is what caused it to be cut or torn up.
