Towing Issues: Las Vegas Fire Lane Towing, tow truck driver, nevada transportation

I live in an apartment complex in Las Vegas, NV witch is all marked fire lanes.  I was working my garage and my car was parked right in front of my garage.  I see a tow truck drive by, but think nothing of it because the guy lives here.  15 min later another tow truck pulls up and hooks up my car.  The Driver that lives here told his dispatch they gave me a warning first which they didn't.  It cost me $132 to "off-hook".  
So tonight i was outside and the same thing was happening to my neighbor only they didn't have to pay to get the car off the truck.  They called the police and the driver called his boss and the car was let go!!!!  what gives?  what are Nevada's laws regarding fire lanes and towing?  Is this legal what they did?

Well it sounds like the tow truck driver who lives in the complex does not want to "pee in his pool" by impounding vehicles where he lives...

As to the warning, well he might of "implied" that him driving by and maybe pointing or something was the warning. Does not sound right to me, but then again I am not in Las Vegas to see this happen.

Now as to the "unhook fee" well in most cases if you catch the truck before it is hooked up and road ready to go down the road there will be no fee. If you catch them after its hooked and not left them it would be a "drop fee" generally of 1/2 the impound fee...
NOTE THIS IS A GENERAL RULE I AM TALKING ABOUT IN USE IN MOST PLACES


Now by calling the police and such maybe they did catch them before it was hooked or something like that but its hard to say...

Nevada Transportation Authority regulates tow trucks and the code is below (you will have to search all the different rules which might apply as I can not point you to specific ones without knowing lots of other answers)...

But pay attention to information on drop fees, release at scenes, and of course fire lane sections...
