Towing Issues: Guy Threatened to tow my car from public road, handicap parking signs, neighborhood community

So I work in Berkeley, CA. And there is no parking lots by my office so I park in a residential neighborhood 4 blocks away. Last week, I was parked in front of a house with no driveway. As I was getting into my car after work, the owner of the house came out and told me that he was part of a neighborhood watch and that there are a lot of handicapped residences around and when I take up a spot for 8 hours, they have to walk around the block. He threatened that if I park there again, he would have it towed. I'm just wondering if that's legal?

If it's a public street with no indication that parking is not allowed (no parking signs, etc.)you are fine. The home owner has no authority to authorize a legal removal with everything stated in your question. Simply stated, the home owner doesn't own the street. If there is a parking problem for handicap residents the home owner's association or neighborhood community can petition the city for handicap parking signs for the residents. Most likely the real problem which happens in many cities with overflow parking is the home owner had no place to park near the residence but that's the price one pays for living in the city.
