Towing Issues: illegal tow?, rental contract, special situations

My daughter has been car pooling with two other gals for over a year.  These two girls park their cars in the guest parking at the apt. complex.  They've been doing this for over a year.  Today the came home to find their cars towed away, no warnings or anything.  The reason given for the tow was "they were in the way."  They were in the way because Spokane had two feet of snow dumped on it and the lot was not plowed.  The girls were not able to pull their cars totally up to the curb.  My daughter ended up having to pay $800 to get the cars out of impound.  Does she have a case against the landlord to recover her money?  To my knowledge there are no towing signs posted anywhere, and my daughter has never received a warning about the cars parked in the guest parking.

If I understand correctly the vehicles were towed because the parking lot needed snow removal (plowing) and the cars were in the way? Is one girl/carpooler a paying tenant in the apartment complex were the guest vehicle was parked? Is there a time limit or amount of stay on guest parking? Is there a guest parking permit required? Is you can see there can be a lot of factors involved and with some parking procedures can be more complicated. Was the weather a factor on safely retrieving the vehicles the next day or same day of towing? With a $800 tow/storage bill it sounds as the vehicles were stored for awhile. Just as a side note, we don't get much or any snow here in Virginia but in the State code there are laws that allow law enforcement to remove vehicles from roadways, parking lots or pretty much any other parking situation for the removal of vehicles for snow plowing even if the vehicles were legally parked. The laws fall under special situations for emergency management. With that said, I am sure there is a rule or regulation in the rental contract and parking procedures for situations such as snow removal, especially if you get lots of snow.
