Towing Issues: Lot ownership, tow companies, tow company

Question
My friend, who was my driver, was towed from a lot on Saturday that has never enforced towing before, except on game days. The lot was owned by FSU and she did have an FSU decal on her car. The driver told us that the lot had changed ownership and now they are towing from it. There were no new signs letting us know this, and it was obvious no one else knew because the lot was as full as it usually it. How can we find out who the new owner of the lot is, and verify that the driver was telling us the truth? If the lot is still owned by FSU, then my friend's car should not have been towed and she shouldn't have had to pay to get it back. If it's under new ownership, shouldn't there be some sort of notification warning people? The same old, battered sign that's been there for years isn't enough, especially when they're taking $100 plus dollars, and from students of all people, right before the holidays.

Answer
As to this question, at the end of my attempted answer will be a link to a tow company down in Tallahassee who you should contact as they try to help educate students and others about the towing laws in that City...  Ask for Lisa (she used to be on All Experts answering questions about Florida towing)

But as far as lot ownership, I am not sure how you would notify people both students and general public of the change of ownership for the parking lot... It might be a bit hard to do that.

Now I know that the whole FSU area down there is one big nightmare for parking and towing issues.  (I am in Dothan and get down that way from time to time)

The "same, old battered sign" issue might be a bit of an issue, but as long as it meets the law it will still apply. But as to tow companies rights to tow from that lot, if there was a change of ownership of the property then I would hope that the tow company has a "new signed contract with the new owners" in place now...

Check out the information on the website and talk to Lisa and she might be able to provide more "specific information" for you...
