Towing Issues: Might get towed., unlicensed vehicle, mail

Question
Ok so i bought this car off a guy and his papers were messed up and said the pink was at his dads house. So i buy the car and the guy goes with me to the DMV and we put the car in my name..
the car is non running which i knew of.. and now is sitting behind my apartment in a empty spot and i just got a tow notice from the fat bitches who use to hog it with a car for weeks so i did the same.. now there not happy..

Problems:

The guy called and said he turned the papers and shit in and bla bla bla and i should get the pink in the mail soon..

NEVER CAME!! so i went to the DMV and ask about it and the guy never did anything.. and lied about it all..



QUESTION:

So how long do i have before they can legally tow me cause i know u need a certain amount of time before u can tow someone..

and would there be a way to take this guy to court and get my $$ back and have his dumb ass deal with it??

They can tow it almost anytime they want. And since I do not know this is happening I can not tell you if there is any different laws which would affect it. But an "unlicensed vehicle" does tend to draw attention and is the first one towed.
Now as to transferring the title and all the paperwork, well I have to say that it sounds like it would be a bit on the illegal side and I am not real sure if the DMV would help you or if you can sue the owner in court without any further documentation.

But I would check it out and see what DMV says is legal or not.
