Towing Issues: Car towed, mothers name on title, mine only on insurance, monetary incentive, tow company

My mother's car was recently towed. I called the impound lot to find out how
much I owed and what paperwork I needed to bring. I was told the value,
however they claimed that I would not be able to take the car out since my
name is not on the title. My name is however on the proof of insurance. The
name on the title is my mother's and she currently does not live in the
country. She moved to south america due to her job and I have limited contact
with her (usually once a week). Is there any way I can get the car out even if
my name is not on the title? We share same last name, address. I have the
insurance card with the all the information for the car and my name is on the
card. Any help is greatly appreciated. Thank you in advance.

We run across this sort of thing from time to time, and the persons attitude often helps us decide how much we are willing to go out of our way to help them. In some instances, I will accept someones relative being on the insurance, but sometimes we require a faxed or a notorized document oking a release to a specific person.  

One reason the tow company might not want to release the vehicle to you, is if an issue were to come up where the owner reports the vehicle stolen or something to that effect.

The tow bill gets bigger by the day, so there is also an added monetary incentive not to release the car to you.

Ask the towers specifically what they need to release this car to you
