Towing Issues: Towing Question, lubbock police department, apartment management

Hello. I live in an apartment in Lubbock, Texas. The zip code is 79401. We have had an issue for the past week where multiple cars continue to park in the marked fire lane. Due to the way our parking lot is set up, this completely blocks in multiple cars from exiting their legally marked parking spaces. This also prevents an ambulance or fire truck from entering the apartment and reaching a door. This issue has been brought up multiple times with our apartment manager, who provides the watery answer of "I'll leave a note on the cars". I have called the Lubbock police department and they do not have jurisdiction to enforce traffic laws on private property such as an apartment. I have called the towing company, and understandably they can't tow anyone without consent of my apartment, who is too lazy to do anything about it. Is there anything else you can think of that I can do to fix this problem? I feel helpless because the police can't enforce the law here and the apartment simply won't enforce it. Any suggestion would be appreciated. Thanks.

Well if the apartment management does not want to do anything about it, I am not sure what can be done on that side except to find out who owns the property and see if they care...


Now the police, that is a bit of a different problem. They should be able to enforce the fire lane problem as it is usually a state law which is being violated along with local laws... You might check with the fire department and see what they suggest. After all if they need to come though there, they might just run over the vehicles before on the way to save lives (dreaming here)... Its a safety issue for the property and it directly affects your safety and the insurance rates of everyone in there.
