Towing Issues: Handicap towing in an apt complex, tropical storm fay, ada act

Hi I was towed from an apt complex in San Diego with in at 10:35 PM. I did not park in a handicap parking but place my handicap parking out.  It had not even been an hour I was there.  They towed my car for "no permit".  It is known that the manager of the building is getting kick backs by the towing company from the tows in the building.  The towing company stated that they called the manager of the building at 11:30 p.m. on a Saturday and received approval.  Does the law say that I can park with my handicap parking anywhere?  Also, are they not suppose to give some time to tow it.  The other issue was that I called the towing company to at least get my medication from the car since I have a heart issue, they said by law they can not do it.  They did not release the car until the next afternoon and I had to fight them.

can you give me some pointers of how I can let the management know that they were not allowed to tow my car so they can call the towing co and give me credit.  They towed another car illegally and that person was able to have the Manager call the towing co and reverse the changes...

Ah the "handicapped parking issue" rises again...

It is a very complicated issue at times due to ADA act laws, local laws and such. Yes even though you have a handicapped parking permit  you also have to follow general parking laws in many places...

Now parking in apartment complexes also have some issues as they do restrict parking with permits, numbered spaces, registered vehicles and such to just name a few..

Now since you were towed in California the DMV which regulates towing in the most part has a great web site with lots of information... However it is very big in size and has lots of information on it, which while I am way out here in Alabama I do know know the whole issue or things which happened..

You have the answers and my crystal ball is still a bit foggy from Tropical Storm FAY and all the rain we got...
