Towing Issues: driver breaking into vehicle, tow truck driver, tow company

tow truck driver towed vehicle 35 minutes after parking pass expired.  Driver used slim jim to get into car and removed parking pass.  Occurred in MD.  is this legal?

as far as I am aware of, the practice of entering vehicles is only supposed to happen to allow for "SAFE TOWING" of the vehicle, such as securing the steering in place, or releasing the brakes...

As a general practice this is not allowed and I could not find any laws saying it was prohibited either...


But it sounds a bit shady to me...   Sorry but it sounds as if you encountered a tow company that is operating on the edge of being legal or one that just is plain crooked.
