Towing Issues: Towing laws in CT?, charge mileage, connecticut dmv

I just had my vehicle towed due to suspended registration, which I knew nothing about. The problem is, the tow was only 3.92 miles away from my home and they did tow my car to my home, however, they charged me $60 for mileage, but never put the mileage or anything on my receipt, which I had to pay cash for. They told me that the cost of mileage was $4 and change. I was told by another company that Connecticut laws state that the first 2 miles are free. Do you know if that is true? Like I said, they never wrote down the starting mileage point and the ending mileage point, they left it all blank. I did a map quest and it is only 3.92 miles. Is it a law that they do have to list the starting mileage and ending mileage on the receipt?  Any info you can provide would be most helpful.  Thank you...Kim

Well the Connecticut DMV web site shows that the state has maximum rates which can be charged for towing under "non consent" tows, which include tows by law enforcement or traffic agencies..

Expired - suspended registrations are considered being towed under the Non Consent rates..

I have to say that what I found show that 2 miles are free, but the question still makes me wonder...  The rates are Maximum rates and as such the tow company can charge anything up to that rate...

Now as to listing the starting and ending mileage, I would guess that it should be there if you are listing and charging mileage, I know that when we do charge mileage here we track the mileage and do not list start and ending miles...  
Some tow forms do have places for that some do not.. That is one of the issues where standardized forms would be great.

Now what was the total of the tow bill, as that might be a key here...
